I'm not a modder so I can't say how good HackEd is. My personal favorite of the mods, the design of the levels and the writing feels the most like SS for me. SS Rewired: this one is a set of 3 levels. The one big thing that it says it does is that all bullets are either anti-personal or armor piercing.
The weapons that I tried seem to be ok, no better or worse then the original weapons.
SS Ruby Station: a weapon mod with a stand alone level. The one person who reviewed it said that it took them 7 hours to complete. SS Lazarus Decay: a stand alone level mod, but be warned you will have to search every nook and cranny. SS portable: to the best of my knowledge this one mostly seems to exist to 'modernize' the original with various features. I googled it once and found 5 mods for SS:
